Do legislators beat the market?

How this is computed. Every disclosed purchase of $15,000 or more made in the last twelve months is priced from the date of the transaction — not the date it was disclosed, which is typically weeks later — and followed to the most recent close we hold. The S&P 500 is measured over that same stretch, purchase by purchase, so a member who bought during a rally is compared against that rally rather than against the calendar year. A member's figures are the average of their purchases, weighted by the estimated amount. Sales are excluded entirely, as are ETFs, funds, bonds and notes — holding an index fund is exposure, not a call, and scoring it against the index would measure the market against itself. Purchases whose ticker we cannot price do not appear. A member priced over fewer than 3 positions is listed without a figure. See the limits above.

On the order of the table. Sorting is open to everyone here. Every column is either restated from a filing or, in the case of the alpha, arithmetic over public records that this site publishes without a paywall. A member with no published figure sorts last in both directions — 214 of them have none, and putting the blanks first would open the page on hundreds of empty rows, sorted exactly as asked.
